Over the next 2 years, thousands of older rail tank cars that carry crude oil may be replaced or retrofitted under regulations proposed today by the Obama administration.

The new rules come in response to several tragic train crashes in the past year, including the runaway oil train that exploded, killing 47 people, in Canada.

Proposed regulations would mandate replacing or retrofitting DOT-111 tank cars that transport flammable liquids. Accident investigators have noted these rail cars are too easily ruptured when derailed.

The proposal also includes a mandatory 40-mph speed limit for trains passing through urban areas, new braking restrictions, and a classification and testing program for gases and liquids transported by rail.
